Georgia 43-14-15 (This bill was never introduced in the 2008 session.)

This proposal was at the request of the Construction Industry License Board.

Very simplified version of the original proposal.

Provides that every Firm, Entity, Corporation, or Partnership engaging in Conditioned Air, Electrical, Low Voltage or Plumbing by Individuals licensed under this chapter shall declare the Individual who Qualifies the work of that Firm, Entity, Corporation, or Partnership. Upon declaring that licensed individual, the State Board will issue a Certificate of Authorization for that declared individual to qualify the Conditioned Air, Electrical, Low Voltage or Plumbing work at a designated location. Said Individual shall be resident & qualify only one business location. State board will verify that stated individual is in good standing with board prior to issuing a Certificate of Authorization. Biennial renewal fees will be required to renew Certificate of Authorization.

This proposal was not introduced in the 2008 Session, however there is a good chance that this proposal will be introduced in the 2009 session. The following are few issues to be considered by the Construction industry.

  1. Does a Business location mean a particular Branch office or does it mean a job site?
  2. Is there a minimum or maximum amout of time required for a Licensed individual to be considered resident?
  3. May a Licensed person qualify the work of a location, who is not on the payroll of the company?
